Saad Ghous is senior regulatory consultant of projects related to the oil & gas sector.

Mr. Ghous is specialised in projects related to the oil and gas sector, whereby he performs comparative legal & contractual analysis of laws globally, drafting & reviewing various E&P & other ancillary agreements, reviewing regulatory landscapes, legal research & analysis, compliance & monitoring, legal report drafting etc. He has previously been involved in corporate and transactional work, compliance, regulatory and other litigation related work and has a strong inclination towards energy sector related work. Mr. Ghous has worked both in the private law practice as well as in-house legal counsel positions which compliment his unique skill set.

Mr. Ghous has also been involved in supporting MNCs, National governments, regulatory authorities in various aspects of licensing oil and gas exploration and production from drafting petroleum contracts and operational guidelines, drafting regulations, legal & contractual benchmarking & analysis, bid guidance document drafting, block prospectivity assessment, fiscal benchmarking / analysis, licensing event management activities etc. He has also been involved in working closely with regulators, national and international oil companies aiming to assess and streamline legal and regulatory frameworks and bottlenecks in various jurisdictions of practice. He has been responsible for regulatory consulting and compliance services management of a multi-client compliance platform of Angolan upstream legislation and regulation for BP; research and analysis of upstream legislation and regulations for Israeli Government and Petronas.

He has been involved in preparation for bidding rounds; due diligence activities; negotiation and drafting of agreements such as farm-out, non-disclosure, supply, sales and purchase of Crude Oil, condensate, LNG / Gas, services agreements; rendering legal opinions on various issues; pursuing regulatory procedures before a petroleum agency; drafting and support to negotiations of agreements related to the oil and gas industry; reviewing of various other agreements relevant to the oil and gas industry. He has also been involved in contractual benchmarking / assistance in drafting the first model concession for the first bidding round being undertaken for the Government of Bosnia and Herzegovina by IHS Markit. He has also been involved in the drafting of petroleum regulations for Kenya pursuant to its Petroleum Act, 2019. He has also been involved in setting of the first upstream oil and gas regulator of the Government of Somalia.

Mr. Ghous is a dual qualified lawyer (England & Wales, Pakistan) and holds an LL.B. from University of London, UK and an LL.M. (Energy Law & Policy) from the University of Dundee. He is a member of the Solicitors Regulatory Authority, Association of International Petroleum Negotiators and the Energy Lawyers Association of Pakistan.
