Risk and Compliance: Is the Trade Finance and Supply Chain Industry Equipped to Manage Sanctions Screening for Military Goods and Dual Use Technologies? Webinar

In 2020, there have been a number of new additions to trade and export control regulations. Two of the most significant changes have been the US Bureau of Industry and Security's (BIS) restrictions on end-users and end-usage of potential military items shipped to China, in addition to the restrictions already in place for Venezuela and Russia and a joint US State Department advisory in September highlighting the international procurement networks used by North Korea as part of its ballistic missile technology programme. In both the BIS and State Department publications, a wide array of goods and technologies with limited descriptions are included as potential dual-use categories that warrant increasing attention and due diligence. The multiple ways in which these items can be classified and described in trade documents adds to the overall operational burden on a compliance team.

As trade compliance professionals seek to understand and make sense of vague 'goods descriptions' in order to assess risk, they are requesting the ability to harness valuable military and dual-use content sets as part of their operational day-to-day workflow to help in the identification and screening process. In addition, understanding the linkages between goods and products and their ultimate end users requires sophisticated content and network analysis to provide a clearer picture.
